Separately, Russia's Defence Ministry said the majority of missiles fired during the overnight attack on Syria by U.S., British and French forces were intercepted by Syrian government air defence systems, TASS news agency reported.
Haley relayed the message from President Trump at an emergency meeting of the UN Security Council hours after a US -led bombardment targeted Syrian chemical weapons facilities. We met all our objectives.
"I also have a message tonight for the two governments most responsible for supporting, equipping and financing the criminal Assad regime", Trump said.
The first of the targets was a research center near the capital city of Damascus; 76 missiles were launched against the center. Initial assessments are that this target was destroyed.
Mrs Merkel said the strikes were needed "to maintain the effectiveness of the global rejection of chemical weapons use and to warn the Syrian regime against further violations".
Nikki Haley, the US ambassador to the United Nations, countered that Russia's track record of vetoing Security Council resolutions created to rein in the Assad government had given the Syrian leader "a green light" for the use of "barbaric weapons".
He said France has "no doubt" that the Syrian government was behind a suspected chemical attacks last weekend.
The Kremlin strongly denounced the missile strikes and said it was calling an emergency session of the UN Security Council.
Haley said the airstrikes did not change US strategy in Syria. Yet, shortly after, Iraq would descend to its worst bloodshed, leaving hundreds of thousands dead.
"The prime minister has the full authority, on the basis of all the information at her disposal, to order the type of military action which has been carried out this morning and we reject any suggestion that she was not entitled to do so".
